Cabinet of Russian Ministers Approves Roadmap to Increase Regional Gasification – Business & Economy

MOSCOW, May 6 / TASS /. The Russian Prime Minister Mikhail Mishustin has approved a plan to introduce a socially oriented and economically efficient system of gassing regions, the government press service announced on Thursday.

“By 2030, the gasification rate in Russian regions will increase by more than 10% to 82.9%, and citizens will be able to connect to the grids faster and more cheaply,” the statement said.

The document includes actions in several areas, including improving network connection services, reducing time and costs for consumers, creating favorable conditions for the expansion of the transmission infrastructure, and introducing intelligent metering systems for gas supplied. The government must also submit a pre-gasification plan for 2021-2022 by July 1 for settlements that have already established inner-city and intra-village gas distribution networks. In his annual parliamentary address, Russian President Vladimir Putin instructed to do so without attracting funds from citizens.

“The roadmap assumes the creation of a fundamentally new model of gasification of territories,” the statement said. “It should be based on the fuel and energy balances approved by the regional administration.” The introduction of the establishment of a single gasification operator in each sub-area will make it possible to synchronize measures for the expansion of the transmission infrastructure, inter- and intra-settlement gas pipelines with measures for grid connection.

In addition, proposals should be drawn up by the end of the second quarter of 2021 to set up a uniform gasification program by 2030. It will synchronize the regional plans and a single gasifier will help with implementation. Until then, consumers should have the opportunity to conclude a comprehensive gas supply contract. Connection, supply and maintenance services should operate on a “one-window†basis and be available on the public services website. The same applies to services for connecting capital goods systems to gas distribution networks.

In total, the plan includes 54 posts, most of which will be implemented in 2021-2022. The Department of Energy will report to the government quarterly on the implementation progress.
